Since limited Parking space is such a major concern in our apartment complex, i thought of sharing an observation from my stay at Kolkata few years ago. the apartment complex i used to live in had similar parking space constraunts. However they had a very strictly implemented policy to manage this.
1. the parking area for visitors was pre-designated. 2. no visitor cars were allowed to be parked overnight in the apartment complex, space being very very limited. 3. still in case any apartment tenant or owner had visitors visiting in their own cars and staying ovenight, there was a steep parking fee per night. The similar steep amount can be decided for our complex, but surely a big parking fee is a deterrent for casual
4. And this facility of overnight visitor parking was also pre-notified to the security officer for consent. This also helped remove menace of unauthorised guests.
5. For all cars parked overnight in an unauthorised way, vehicles were clamped each night after a cut off time, and released only after paying a hefty fine of 3000Rs.
you may check the legal side of it through competent people, but Thai worked exceptionally well.
